Project overview

Why this toolkit exists.

With the 2026 midterms approaching, the League of Women Voters of Milwaukee County (LWVMC) is working to expand voter registration and turnout. Higher turnout creates a government that better reflects the people it serves. That’s why we’re reaching out to organizations like yours — to help engage Milwaukee County citizens in our elections. Your organization already has the trust and the audience relationship that a nonpartisan institution like LWVMC can’t replicate — this toolkit exists so that trust can carry accurate, nonpartisan voting information further than LWVMC’s own channels can reach alone.

Every piece of content below was written to a specific, research-backed reason people who want to vote don’t: they don’t know the logistics, they hit a real barrier like an ID or a ride, they don’t think their local vote counts, they don’t feel the system was built for them, or they don’t feel informed enough about what’s on the ballot. Use whichever themes fit your audience best.

Logistics > attitude

Across this audience, the barriers to voting are consistently logistical: time, ID, transportation, and not knowing what’s on the ballot, rather than a lack of interest in voting itself.

Nonpartisan

LWVMC has encouraged informed, active participation in government since 1920. Every piece of communication here is nonpartisan and does not endorse any candidate or party.

Pillar 01

Logistics

The single biggest reason people who want to vote don’t is friction, not apathy — not knowing when, where, or how. This content sticks to pure mechanics: polling locations, early voting dates, and mail-in ballot steps.

Email content: “Voting Takes Less Time Than You Think”

Header: Voting Takes Less Time Than You Think

Most people who skip an election are not against voting. National survey data on midterm elections shows that lack of time is what’s reported as the biggest reason people who are already registered do not turn out. About 27 percent say they could not find the time. That’s more than three times more than say they simply forgot.

That’s why it’s so important for you to know that Wisconsin makes it really easy to vote. You can register when you vote at an early voting site or at your November 3rd polling place. None of it requires taking off a full day or standing in a long line on a Tuesday.

The hardest part is usually just making a plan: knowing your polling place, knowing your options, and picking a day that works. Once that is settled, the actual voting takes minutes.

And we make the front end of the process easy too. Get started or find out more at mkevote.com/partner.

Pillar 02

Barrier Support

For many voters, casting a ballot takes more than information — it takes real help. This content connects your audience to free services: ID clinics, rides to the polls, and know-your-rights information on taking time off work to vote.

Email content: “No ID, No Ride, No Problem”

Header: No ID, No Ride, No Problem

Not having a photo ID, a ride, or time off work stops more people from voting than most anyone realizes. None of those are personal failings. They are just practical problems that happen to have practical fixes.

If you do not have an accepted photo ID, free help is available to get one, including guidance on which documents you need and how to get them at no cost. If getting to a polling place, a drop box, or the DMV is the obstacle, free rides are available through local volunteer networks built for exactly this purpose. And if you are worried about missing work to vote, Wisconsin law addresses your right to take time away from your job to cast a ballot or vote at an early voting site or by mail.

None of these barriers should be the reason you do not vote this year. Free help already exists. And we’re ready to help you connect with it.

Pillar 03

Local

A lot of non-voters assume their ballot doesn’t matter. In truth, local races and ballot questions are often decided by a few hundred votes. This content reframes voting around hyper-local stakes rather than national politics.

Email content: “Elections Decided by a Few Hundred Votes”

Header: Elections Decided by a Few Hundred Votes

You might think the only elections that matter are the big national ones. Local races tell a different story. What you’ll find is that county offices and municipal ballot questions are often decided by just a few hundred votes, sometimes fewer. That’s how close these races actually run, which means one vote, your vote, carries real, measurable weight.

These are also voting decisions that show up in daily life. Who oversees your county courts? What gets funded with your tax dollars? National headlines get the attention, but local races are where a single vote genuinely moves the outcome, and this cycle is no exception.

This November, your ballot includes races and questions that are important to where you live. Take two minutes to check your registration status, confirm your polling place, and make a plan so you are ready before Election Day.

Pillar 04

Identity & Belonging

Many non-voters feel the system “isn’t built for them.” This content leans on identity and social proof, delivered by a trusted messenger like you rather than an institutional voice — which research shows is what actually moves voters to the polls.

Email content: “You Belong in This Election”

Header: You Belong in This Election

If voting has ever felt like something other people do, people with more time, more certainty, more of a stake in the outcome, you are not alone in feeling that way. But that feeling is separate from the truth. This election is for you, whoever you are and wherever you live.

People in your neighborhood are registering and voting right now: coworkers, neighbors, people you see at the same grocery store or bus stop. Voting is not reserved for people with a certain background, income, or amount of free time. It is open to every eligible resident, including first-time voters and anyone who has ever felt like the system wasn’t built with them in mind.

Being part of a community means being part of the decisions that shape it. Your voice belongs in that conversation as much as anyone else’s, and so does your vote.

Take a few minutes to check your registration and see what is on your ballot.

Pillar 05

Education

Not feeling informed enough about who or what is on the ballot is one of the most common reasons people stay home. This content demystifies the ballot itself, without wading into candidate advocacy, consistent with LWVMC’s nonpartisan mission.

Email content: “You Don’t Have to Be an Election Expert to Vote”

Header: You Don’t Have to Be an Election Expert to Vote

Not knowing every name on your ballot is one of the most common reasons why people decide not to vote. Research on non-voters shows that many simply feel unprepared, so they stay home rather than show up without answers. That’s a problem we can solve, rather than a reason to sit out.

A single ballot can include a governor’s race, a county sheriff, a school board race, a seat in the state legislature, and one or more ballot questions. And most of those receive less coverage than the top of the ticket. So, it’s normal not to recognize every name or every question right away. The point is to spend a little time to look it up and get familiar.

A free, nonpartisan tool lets you enter your address and see exactly what will be on your ballot, candidate by candidate and question by question, with plain factual information and no endorsements attached.

Before you publish

Usage guidelines.

A few ground rules so this content protects both your organization’s credibility and LWVMC’s nonpartisan mission.

Nonpartisan use only

This content cannot be paired with any candidate endorsement, party reference, or ballot-measure position on the same post, page, or email. LWVMC’s name and mission depend on staying strictly nonpartisan.

Co-branding

When adding your logo, keep it visually equal to (not larger than) the LWVMC mark, and use “in partnership with the League of Women Voters of Milwaukee County” rather than language implying LWVMC produced your organization’s own materials.

Boosting or paying to promote

If you pay to promote any of this content on Meta or Snapchat, you’ll trigger that platform’s political-ad authorization and “paid for by” disclosure requirements. Complete your own advertiser verification first to avoid your ad account being flagged.

Keep it current

Dates and deadlines are accurate as of publication. Confirm anything date-specific against myvote.wi.gov before a send, especially as Election Day approaches.
